Position Summary

The Senior Manager, People Services is responsible for performing HR-related duties on a professional level. This position carries out responsibilities in the following functional areas: benefits administration, employee relations, payroll administration partnership, performance management, policy administration, leave of absences, workers compensation, employment law compliance, payroll and employee celebrations and recognition.


Accountabilities

  • Administers human resource programs and procedures for all organization staff; assists in the development and implementation of the organization's policies and procedures; enforces the employee handbook and the policies and procedures manual and assists with communicating and implementing updates as needed.
  • Acts as a support for senior leadership in the area of performance management including performance coaching, improvement plans and new hire and annual performance reviews. Ensures accurate, complete and timely documentation, tracking and completion of discussions and initiatives. Scans and files updates to employees' personnel files and/ or entering into HRIS system.
  • Performs administration for any health and welfare plans, including enrollments, terminations, work status changes affecting benefits, life events, and open enrollment. These tasks are performed via the enrollment portal, HRIS system, carrier websites, and payroll system in conjunction with benefits admin partners. Processes required documents through payroll and insurance providers to ensure accurate record keeping and proper deductions. Proactively reminds new hires to enroll in benefits and provides benefits materials, and reactively answers employees' questions. Maintains records of all changes and transactions in appropriate systems and files.
  • Processes monthly invoicing from insurance providers. Reviews billings for accuracy between enrollment portal, billing system, invoice received, insurance companies and benefits admin companies. Ensures accurate payroll deductions and coding, corrections processed in a timely manner, and monitors codes and advances for payment. Resolves discrepancies with carriers, payroll, employees and the organization.
  • Coordinates COBRA administration for the company with benefits partners. In a timely manner, enters requests for notices for new hires enrolling in benefits, therefore eligible for future COBRA coverage; enters terminations from coverage to prompt COBRA offerings; enters FSA medical and dependent care and HSA enrollments for online account management. Monitors disbursements and updates deductions due to unpaid time off / leave of absence.
  • Coordinates 401k enrollments; communicates rules and requirements proactively to staff around eligibility and auto enrollment; provides answers to questions and updates for staff.
  • Seeks community partnerships and relationships for the purpose of providing personal learning and advantages such as corporate discounts for staff.
  • Partners with Finance department / payroll company to analyze, prepare, input and processes payroll. Serves as liaison between staff, management, and payroll to help resolve payroll issues in a timely manner. Ensures compliance with all applicable state and federal wage and hour laws. Communicates any garnishments, levies, or any other changes to withholdings according to federal and state laws to employees and to finance for processing with payroll. Prepares paycheck sign-off log and alphabetizes paychecks for biweekly pay dates.
  • Ensures administration of leave of absence (LOA) policies and procedures is in accordance with applicable federal and state employment laws (FMLA, CFRA, ADA, USERRA, PDL, etc.). Works with senior leadership to approve and/or deny leaves based on relevant information. Provides consistent application of leave policies and relevant legalities throughout the organization. Assists with training managers on the basics of leaves. Tracks all leaves of absences, following up with employees on documentation requirements, benefits premiums due and planned returns to work; with managers so they are aware of leave status for scheduling purposes; and payroll to update benefits deductions; all while keeping senior leadership abreast of any issues needing follow up or escalation.
  • Partners with senior leadership in HR and Safety on workers compensation injuries. Assists with reporting claims as needed, providing proper paperwork in a timely manner, tracking claims / leaves and running loss run reports. Assists with the modified duty program to have interactive discussions related to modified duties for work related injuries with management, HR and Safety, staying abreast of employees' medical treatment and following up on inquiries from doctors' offices in regard to billing and insurance adjusters' requests for details on the injury, investigation and/ or wage statements.
  • Champion safety and wellbeing by attending and reporting injury trends at committee meetings and engaging in identifying safety defects to report for correction and tracking overall effectiveness of feedback and follow up in conjunction with Safety/ Facilities leadership.
  • Assist Director of Human Resources with drafting and formatting new job descriptions, work environment checklists and Key Performance Indicators (KPIs) for all positions in a consistent format. Assists with reworking or repurposing job descriptions for recruitment postings as needed.
  • Assist Director of Human Resources with administering and maintaining the compensation program, reviewing wage surveys and statistics and identifying opportunities to be competitive across multiple industries and geographically, in regard to total compensation for employees. Maintains an accurate and dynamic wage scale spreadsheet with starting wage rates for all hourly roles and wage ranges for exempt roles.
  • Maintains human resource information system records and files in the HRIS/ payroll systems, organization intranet, and historical information from past systems and files. Runs reports and compiles data as needed. Updates the HRIS homepage and SharePoint files for employee and manager access.
  • Enters new hires into payroll/ HRIS system and the timeclock, and processes updates in a timely manner, entering helpful documents for easy access. Regularly audits system information to make timely corrections and updates as needed.
  • Assists with tracking and follow up as needed such as for policy signoffs, performance review completions, training completions, wage increase spreadsheets, leaves of absence, work related injuries, payroll transactions and employee pay requests and status updates, etc.
  • Partners with Director of Human Resources, senior leadership, Foundation and community/ scholarship initiatives to foster diversity and inclusion efforts. Participates in on-campus and off-campus events representing the organization as an employer of choice and good community partner.
  • Participates in community events to represent the organization brand, including supporting school recruitment events.
  • Maintains affirmative action program; files EEO-1 report annually; and maintains other records, reports and logs to conform to EEO regulations, ensuring all new hires are properly coded in the payroll/ HRIS system.
  • Ensures compliance with federal, state and local employment and benefits laws and regulations. Posts required notices in the workplace in a timely manner.

  • A bachelor's degree and three to five years of HR experience, or a master's degree in HR management and two years of experience in the HR field, or seven years of experience in the HR field, or any similar combination of education and experience.
  • Masters' degree in human resources or related field preferred.
  • SHRM Certified Professional (SHRM-SCP), SHRM Senior Certified Professional (SHRM-CP) credential, Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) preferred. Ability to obtain certification within 12 months of hire date preferred.
  • Eight to 10 years of human resource experience preferred.
  • Flexible schedule to work to the demands of the organization, including supporting an operational team that works 24/7. Ability to remain in touch and abreast of happenings while not on campus.
  • Strong orientation to the organization's mission, vision and values.
  • Work in an open office concept workspace.
  • Ability to travel locally regularly for work purposes, and occasionally at a distance for work purposes.
  • Bilingual in Spanish is a must.
